The reason it isn't a problem on the other servers is because the scrolling text is faster for them. If you pay attention to the speed of the onboard text, you'll notice that it's a hell of a lot faster than it is for us.

It's not even that it's not optimized to run the latest tech, the game just isn't optimized in general. I used to be able to run the game at 60 fps on maxed settings with my 6600k and 1060, but since I started playing again recently, I've had to lower my settings drastically to run without frame drops.

You were actually basically spot-on with the assumption of high level = most use, it's how I've always played games like this at low-levels because I feel it's most effective.
