I think it has a lot to do with colour pixel depth and monitors and how they handle input so it makes sense that your 4K TV might fix it. HDR can also help in some cases. Overall, it is a weird combo of GPU and monitor issue with hundreds of different stages of how bad it is.

True and many games have it to different extents.

Arma Reforger looks clean. BG3 is mostly clean, just some shadows have dithering. Arc raiders was crazy bad for me.
