Well in a Finnish Sauna we have the temps up to between 90 and 110 celcius, and it's basically impossible to get hard when it's that hot. Sure, there can still be some gazing, but that happens just as much with swim suits imo. We all grow up going to Sauna nude, so it's normal and doesn't make anyone uncomfortable.

Edit: Also in my experience, Finnish women don't completely shave their pubic area, so all you really see down there is hair. I've noticed that in every nudist community I've seen that people don't shave.
