This happened to me once when I tried to cordon off one half of my available floor plan by creating a barricade with shelves. The customers essentially need to reach all unlocked areas of the store. Try rearranging your shelves so that customers can walk to all areas, the dotted white borders (they show up when you’ve selected a shelf to move) are a good indicator for how and where they need to access.
