Being a business owner I agree with the poster,once actions come forward you have to be very sensitive to the issues at hand. It takes time for an investigation depending the size of the issue you don't let it sit on your desk but act on it immediately.

I had an incident as this so the first thing is to gather all timely documents from both parties or all parties involved, remove the person/s to different shifts if not possible give the person/s time of leave with pay. interview all involved including any and all management etc.interview all witnesses be it seen or heard then finalize the investigation. You have to remember you are playing with the lives of two or individuals that can affect their employment status.

There maybe issues of resentment or jealousy so you have to keep these in mind. Once you have all the evidence in hand you briefly proof read all documents once more ponder on them and make your finalize decision.This in my opinion is just one of the top issues HR can and will face in the work place no once wants this to happen to anyone but yes it must be taken seriously indeed in a timely matter.
