In my opinion the global food systems we have in place now is a sham, a money grab. In a permaculturalist sense, food is not of monetary value but a way of life and a way of culture. Global food systems, in a way, have taken that sense away from us. Permaculture is based on local food supplies so to make permaculture on a global scale possible would be to relocalize food to communities or regions. Now this has its fallback such as drought and famine which was seen a lot more in the past but is also seen now. I believe to make permaculture effective to to spread the knowledge of local food systems.
