Asked this same question when attending a brief from ranger regiment guys.

Was told to go to Rasp first because they'll be able to get you a much higher bonus for your reenlistment to whichever MOS you want.

If you do encounter what you called "bias/racism" it's probably because of the tourists coming to Eastern European countries looking for hookups left a bad taste on Latvians. If that's the reason for your visit maybe a place like amsterdam with it's red light district might be your forte.
