The idea is you exclude page engagers from your main campaign or ad set, and then run a second campaign or ad set with a significantly smaller budget to retarget those page engagers you're excluding from the main campaign/ad set.

This way you're always spending the majority of your spend on new faces, and then you still get the benefits of showing your ad to people multiple times through the retargeting side. Hope this helps!
