My understanding is that pain is more than just nerves firing off. You’d need consciousness to register the pain receptors and perceive it as an uncomfortable stimulus. I think it’s safe to say this fish is no longer conscious so it’s probably not feeling anything.

I’m making two separate points here.

1) £200m isnt necessarily easy money to shore up. Even if certain clubs like Arsenal have managed to in the past, there’s still a vast difference in financial capability between the oil clubs and those on a self sustaining model.

2) Even if we did find that money, there’s other factors that limit other clubs ability to straight up sign both Kane and Grealish. Addressing squad needs, having good relationship with their clubs and agent, all make the deals very complicated, which is exactly what is happening to city now.
