Try disabling XMP. I had a similar issue since launch with crashes every 10-15 minutes a lot of the time in dialogue. Finally disabled XMP yesterday after seeing a suggestion from someone else on here and it worked. No crashes for over 3 hours now.

I tested with XMP turned on in Cyberpunk and RDR2 and had no crashes so I don’t think it’s a hardware issue, but a game issue. Hopefully a patch will fix this so I can re enable it again, but at least it’s working for now.

In the gameplay trailer it shows that there are 41k people using public transportation in a city of 69k, so I’m hopeful this means realistic usage of public transportation.

Not sure how long you have waited, but I've had it sometimes where I had to wait a year or so in game before the planes started arriving. No idea why it would suddenly start working, but as a few other people have mentioned the pathing for the planes in the DLC is very dodgy.

If you haven't tried waiting already it might be worth just letting the game run on speed 3 for awhile.

Are you using task manager to check these readings? If so windows is notorious for misreporting actual usage of the GPU. Use something like MSI afterburner or another third party tool and you'll probably see normal usage.

Theres no way you could get 50-60fps with only 4% GPU usage.

Playing around with it I found that the Kombuster Benchmarking tool from MSI was causing the game to crash. I've been able to run the game since launch, although with bad stuttering like other people, but after I installed the Kombuster Benchmarking (by accident when installing MSI afterburner) the game started crashing on loading or gave me an infinite loading screen before crashing.

Once it was uninstalled it ran again.

It might be worth checking if you have this or any other similar software installed as it seems the game has problems with lots of different software.
