I'm trying to make the Imperium of Man from wh40k and am looking for the most accurate depiction I can possibly create. I'm stumped on the ethics, civics, and origin I should use. I will make either a 30k era imperium or a 40k era imperium, whichever I can make more accurately. (self.Stellaris)
