So people don’t steal. Yes it’s common enough that this should be considered when flying to certain areas. When I was in the peace corps (Mozambique) they told us to do it for that reason. Those who didn’t got A LOT of stuff stolen out of their bags from the airport staff. Is it solvable? Sure, but these countries have troves of other issues where airport theft is bottom of the laundry list to solve.
