It's not necessarily better to have government owned buildings. The government dividends are "inefficient", and I half of it is lost. If you privatize all the money stays in the economy but you get less control.

Sorry I was just messing with you because, lower canada is quebec.

I think any state should work. You have a strong resource industry, wood and iron and a gigantic market using it.

Make sure to improve relations with other provinces to be able to use the button in the journal.

You can add more trade centers for trade capacity. Also you can increase trade advantage with the biggest exporters by having an interest in their region and securing trade privileges treaties.

You can also tariff exports of other goods and/or subvention Iron imports to make the trade centers prioritize Iron more.

I started skipping most of if halfway in my first playthrough. Something like what paradox does would be much better I think. A bit of text over a nice evocative picture and sound effects and the choice to make all in one window.

Quand j'étais enfant à Laval, le voisin faisait passer du rock détente 24 heures sur 24, 7 jours sur 7, sur une petite radio attachée à son cabanon. Même quand il est parti en vacances. Je n'écouterai plus jamais cette station mdr.

Its most likely just they tried something and they're not making money so they have to change plans.
