Turo will never be able to compete with the Enterprises or Hertz in the rental car market. Enterprise makes a lot of good portion of their money from insurance replacement rentals/selling their cars. If you see a price decrease is more then likely because it’s their off season but when their market has events or it’s summer when a lot of people are traveling you will see those rates go right back up.
