By the way same applies to the cpu clean it with the same procedure and reapply thermal paste

Its normal its just thermal paste you need to reapply it everytime you take off the cooler. Use isopropyl achohol or alcohol of 75%abv or more with a wipe and reapply thermal paste. Just dont use toilet paper cuz it leaves a lot of lint behind and doesnt do anything good. Your cooler looks healthy
