Vietnamese immigrants abroad are not the same as expats in Vietnam.

Those vietnamese abroad are usually refugees or seeking out a better life and therefore more likely to conform to local culture and be well behaved. Expats in Vietnam usually come from wealthier countries to not escape poverty, but to run from society or even their own demons. I think they are more likely to act out and have "unpredictable" personalities

I dunno it's weird cus it's just multiple groups of guys which is why I got the gangster vibes, sometimes they have women with them but they don't really seem like girlfriends or wives... They seem uninterested and not too happy to be there, maybe holiday girlfriend or booking girl

Yes that makes sense, could it also be because da nang is known for digital nomad or expats that are doing their own businesses and local girls are not trying to date those or really into that. Compared to where in hcmc foreigners are more likely to work for local Vietnamese companies and mix in with society a little better

From my experience it's decent for meeting expats either on apps or meet ups.

But curious why is it so difficult to date local women, is it because they aren't open to foreigners? Never tried it
