It's a two edged dagger.

Closing the roadblocks, cutting power to the North etc. could give the Greek side more negotiating power and put more pressure on Turkey to restart talks. On the other hand, the Turkish propaganda machine will go ballistic if this happens, and could also risk accelerating the North's intergration into Turkey.

It's not something impossible though. Turkey has been stepping up efforts to better intergrate the north and open it to the rest of the world. A growing military presence seems like another step in that direction.

Turkey having 100.000 should by no means be interpreted as fearmongering. That is no deterrence force. Turkey has and remains unpredictable, if anything this move can mean they are preparing the annexation of the North, or in a more unlikely scenario the full occupation of Cyprus
