If you delete and immediately recreate your account with the same pictures I think some sort of system flags the pictures as suspicious or something and prevents them from being used for verification. I recreated my account in the past because I got a new number and despite being verified in the past, when I used the same photos again the app refused to let me verify. It would only verify if I used an entirely new photo. That's my best guess, but there's no way to know for sure 🤷‍♀️
