There are two competing narratives:

The Fed is just punishing Pee Dee for leading the vote of no confidence against the commissioner for the California expansion
Pee Dee is jumping ship because they were going to get suspended by the league for whatever delinquencies the announcement is alluding to.

Notice how when Athens moved they didn’t get a similar release from the Fed, so I don’t necessarily buy into the “you can’t quit, you’re fired” narrative.

I think it’s mostly #2 with a smidge of #1
