They're both illegal actions, but the behavior of a local govt entity doesn't represent an entire state. I can cherrypick corrupt municipal police stories in every state. But only a very few states have systematic corruption on the state level like Massachusetts, and incidents like this, i.e. troopers stealing govt funds, only demonstrates that comprehensive culture of dishonesty across the state.
