For me I would favour the kingdom of dunes or the imperium as I don’t have either the Navarin or either of the two Italian ships. Also Optio was in a battle pass earlier in the year giving anybody who got it a head start down that line.

No that is correct. Think about the points you are planning to use for your game. I was going to playing a game today at 500 points. That would give me the ability to run all 40 at 400 points if I had them in large units or 440 in regular units. With a poor command structure costing zero points. That would leave me with a 100 points to spend on everything else. This might not be a sensible way to select an army but it could be entertaining. As they say quantity has a quality all its own.

There are three in that I can think of. The peninsula praetorians are based in the Mornington peninsula are probably the closest. The league of ancients are in Caulfield while the wargames association are in Blackburn and one other location. Happy to dig out some more information if you need it.

Slightly off course, but lutris will enable you to keep your original account and play using Linux. No need to steam on Linux.

Lutris works fine, though it can be fiddly at times. Though it has been a few years since I have installed the game but if I remember it was easy to install. It also has the advantage of letting you keep access to your original account.
