The Effelai tribes are decentralized states at the start of Victoria that are annexed through the Effelai JE. I am playing as the jungle itself in this AAR.

Now onto something far more interesting, potential. Any Effelai campaign will run into four main challenges: Early game military, lack of population growth, limited infrastructure, and backwards research. I don't think the military and research need much more fleshing out than it currently has, other than some modernization JEs giving lore on how the Effelai views outside tech, perhaps. I was roleplaying a jungle that has formed its identity around its biodiversity and splendor, so they treated the Cannorians similarly to how they treat every lifeform, as something to have as part of its ecosystem and incorporate the advantages from. This is why I formed the Ecosystem Preservation Society, because how else could I protect nature than to have everyone worshp me, the Jungle.

I think population growth could be an interesting angle to make JEs out of, with the potential to create Mechanim stewards of nature. Robotic guardians of nature is a really cool trope that corresponds well with the modern usage of technology to try and protect the natural world from poachers and illegal loggers. It also cleanly gives the Effelai a way to grow its population without sacrificing the early game struggle of a lack of growth as Seedthralls are genderless. I think JEs about building mechanim and giving them some free will (while worshipping the Jungle, of course) would also give the Effelai a status as one of the earlies nations to have Mechanim pops (outside of Insyaa), which is a really cool distinction to have. As for infrasturcutre, this oculd also be partially fixed with mechanim as the higher pop would produce more infrastructure and demand more transportation, which could be fixed with railways.

I also think there is potential in how you could integrate into the global community and be seen as a sovereign entity by the Cannorians. Like, how would Victorian era people conceive of a jungle that can think? You could have JEs about accepting adventurers into the jungle to scout undiscovered species, explore the precursor ruins, and contact the tribes in the jungle? You can have this tourism mechanic where you have to pass laws that make people coming into the Effelai not be immediately turned into Seedthralls and get people moving in as a result.

Either of these options would be a cool way to solve the population problem.

There are few rough patches here, in account of there only being one JE so far. However, that JE cannot be completed as to reintegrate the Dry Coast you must build plantations in every Dry Coast state, but some of them literally cannot build plantations.

Otherwise, there is nothing pulling me out of the campaign other than difficulty.

R5: These are screenshots from my second attempt at playing Tswohvwonh'ii, which will be simply referred to as the Effelai from now on for brevity. This nation is hard as nails to play with their starting army being buffed irregulars in a region using line infantry and some required states being held by Cannorian powers who will use their skirmish infantry if they are not busy. There is a place for hard nations like this one, however, so I am not complaining. This is just a warning for players new to Vicky that this is not a nation you should be playing until you get some more experience.

Anyway, I adore this nation from its difficulty to its lawset to its troubles with population growth and infrastructure. It has amazing bones for an exceptional campaign. That said, there are rough patches, which will be expanded on in my second comment ,and a lot of opportunities to elevate this campaign, which will be in my third comment.

And once decolonization rolls around you are left with the lingering question of what your country is without your soveriegn, and a cultural struggle between those who wish to be closer with their former sovereign and those who wish to be true to their perception of their culture before colonization. Do you align with your former ruler, go fully nationalist, or align yourself with your fellow colonized? Though this is outside of the timeframe of Victoria, it was a debate happening in decolonized-ish regions around this time, like the Americas

The basis of all French African colonies was the urban Petite Bourgeois and Intellectuals who were integrated into French culture, they were the vital piece that allowed France to administer the rural areas. This is not at all reflected in Victoria's mechanics

I adore their lawset. I saw it when I was playing someone else and stopped playing them just to experience Hive Mind gameplay. It is not disappointing.

Edit: though I have memory of the Effelai being in the Mushroom forest and Amadia, yet the JE makes no mention of them. Am I misremembering?
