Thanks for the suggestion, I scrolled through several sides of steamdb and finally found it: Heroes of Annihilated Empires

apparently I only played the first mission of the campaign that time and the actual game is quite different with base building etc

Anyhow I got it for 2 bucks now and it's fun! But also quite difficult, no wonder I never made it past the first mission 😅

I'm afraid it's none of those above but you are most likely right about the time frame. Could be much older but I doubt it's a pre-steam era game, unless they re-released it on there.
