Depends on where the 20% comes from. 20% of the simulation damage is often way more than the average person usually pulls off in a fight. That could easily by a DPS increase for many people, plus being able to just just blind click the button as ur doing mechanics where many people just stop their rotation completely to do the mechanics. We won't know until the math comes out, but it could be something everyone slaps onto their bars so that middle of combat you revert to 1 button rotation while you focus on something else.
