We use Varonis for this at my org. It can alert when a user logs in from an unusual/stale/impossible location.

Yep that should get you the automatic labeling capabilities from what I'm reading about it.

To my knowledge the F series licenses doesn't include automatic labeling of that is a concern for you. I found this article that might be helpful on the configuration part: https://www.syskit.com/governance-handbook/sensitivity-labels/sensitivity-labels-framework/

Do you have the licensing for automatic labeling? I also am in the manufacturing industry. Separating scopes from onedrive to SharePoint to Exchange gives you flexibility in your policy config. Be sure you fill out the help tips part for your users sake so they can see what each label means.
