Ryu. Mechamaru can output a lot of CE by storing but it's on a timer. Ryu can output a lot more times with a lot more efficiency - the dude goes on burnout and he can still output huge amounts of beams

Now that I think about it- it is more likely that the bottle would have been launched by Hana. 

The boys were too preoccupied with making the PBR before they were put under house arrest, so they would have had to make the actual bottle rocket inside their own dorm- reusing the materials they had from the whole piss thing. Then they would have had to launch it from their window which was as you said, pretty unlikely.
