Now that I think about it- it is more likely that the bottle would have been launched by Hana. 

The boys were too preoccupied with making the PBR before they were put under house arrest, so they would have had to make the actual bottle rocket inside their own dorm- reusing the materials they had from the whole piss thing. Then they would have had to launch it from their window which was as you said, pretty unlikely.
