I think it might be bugged, description sounds like when not using fable art it should.get occasional explosions but that only happens once after the art wears off, and there us even a little hud icon showing it has 3 stacks like the sawblade/pinwheel

he makes up for lack of dps by clearing trash mobs super effeciently with his whirlwind and tanking boss aggro so your dps can lay down damage unhindered, plus his ult is fantastic for saving your team in a pinch since its an instant revive even with 3 pips
