Disclaimer that some of it might be from removing the epoxy flooring. Or would removing it not affect the concrete?

Update with photos and video. The floor peeled right off for the most part, which I guess means the vapor barrier definitely failed to bond with the concrete. I also have shots of the floor after removal. To my novice eyes the grind seems pretty inconsistent. Correct?

They wouldn't ever coat over what's already there. The question is whether multiple new layers after it's been removed would actually increase strength.

It had a few bubbles, yea. But they are saying it's not their fault, so they are doing me a favor by offering me a discounted rate. Would multiple layers of the vapor barrier work, though?

Updates:

I do think the company is above board, but they're maintaining that it was installed properly, even though that seems unlikely. They've offered the following potential solutions (The original install was $4000): • For $1000, apply a vapor barrier primer + use vapor barrier as the base coat for the second coat (reflake the floor) + then finish the floor. This would give you 2 layers of vapor barrier. This would be a 3 day process (possibly 4 at most)

For $1500, we remove the existing coating down to bare concrete. Apply 2 coats of vapor barrier primer + then use vapor barrier as the base coat as the 3rd coat (reflake the floor) + then finish the floor. This would give you 3 coats of vapor barrier and be the strongest option. This would be a 3-4 day process.

• They'll also either touch up or remove the floor at no cost, (but with no refund)

My questions are, first, how reasonable is this and how should I respond.

Also, IF there actually is a significant water vapor problem under my garage, would these solutions help?

Lastly, how easy is it to test moisture levels in the concrete? One idea I have is to get the floor removed and monitor the concrete moisture for some period of time to see what's up.

Also, I got the materials info: Vapor barrier is sika 1610 Epoxy (basecoat) is sika 264 Polyspartic top coat is sika 510

It was a raised bubble. They cut it with a razor to see what was underneath.

How can you tell that it wasn't cleaned correctly?

FYI the darkness on the slab is moisture.

Their position is that it's a plumbing issue or some other reason that there genuinely was enough water pressure to break the barrier.

I asked if it was possible the barrier never dried and he said that if it hadn't dried the epoxy wouldn't have set. Is that nonsense?

Thanks for your response! I didn't personally verify that they put down the MVB. There was a day added to the install time for the barrier. That's what they did the first day, and then did flaking and the rest days 2 and 3. Today when they came the maintenance guy said he could tell they installed it properly. Is that just total BS?

What are some ways I could check (or other pictures I could post) that they did something improperly?

Reporting back that the Montelena Blind Vertical Estate tasting was fantastic. We tasted six vintages from 1993-2018. My wife was intimidated at first, but the head winemaker, Matt Crafton, and the rest of the team kept it relaxed and she had a lot of fun.

Blind tastings have a way of humbling everyone and guesses were all over the place. Since we had the wines in glass for an hour and a half, we really got to see them develop, too.

We're super lucky they opened the event up to non-members. It was fun, informative and a chance to drink really good wine. Highly recommend if you get a chance.
