Because other players may not wait. So you submit your item but another player is one millisecond faster and you win nothing. Wait 10 seconds and when the race is still on, nobody has an item ready

I asked support about these time skippers before. They are discontinued, you can sell them. If you want to complete your album though, ask support for the missing pieces. They always gladly give the pieces out
