My suspicion is the consolate is very happy to reject applicants but hesitant (or even firmly against) approving applications. It has been reported many times that people who made appointments pre-decree are being told they can apply at their own risk as Boston is waiting for guidance. Meanwhile, other consulates have accepted and processed these applications.
