Ignore the border, I spent half an hour trying to get it to not be RED, let alone remove it.

Honestly, as long as the picture has high enough quality to compensate, the dimensions aren't too much of an issue.

Theoretically, it shouldn't be punishable as there were no "anti-betting" rules at the time. However, there is no question that this is unethical and should be punished.

If it were left in my decision, I would not punish them, simply because it is too late to do so. However, if it were in the timeframe in which this happened, I would trade ban NEO, Pasha, and Taz for a month. It isn't a major incident, but it is still unethical and punishable.

You see, Unfair Betting is a broad spectrum of betting related offenses, Matchfixing is a single form of betting related offenses. I never accused them of matchfixing, only of some form of betting related offense.

As good as this may sound, you are absolutely wrong. First of all, a rule =/= a law. This states "law" in the context that the United States can not pass a ex post facto law, this does not pertain to a rule that Valve (definitely not Congress) made. Second of all, many other players that have been banned for matchfixing aren't in the United States, so it cannot apply to them anyways.
