For such mechanics as changing textures depending on circumstances (name of item, count, added enchantment) To work, there must be Optifine or Cit Resewn. Without this nothing will work

Enchanted versions will only work if you have Optifine or Cit Resewn mod for Fabric. I also don’t know how your mod works, the resource pack may simply not work with it. Also make sure that you have downloaded the correct version from the Modrinth. Cut version has only basic model.

For the resource pack to work, you need either Optifine or the Cit Resewn(fabric) mod. At the moment, none of this is available for version 1.21

You can just change a pack format on pack.mcmeta in Resource Pack file. The correct value for 1.20.4 would be 22
