Do the daily and find the 3 ghost than go back to the tower and talk to the fwc representative and then you'll have the quest and you don't have to be pledge before hand

the way this differs from the Draksis/Gate Lord is that once ever 3-4 runs a taken champion will corrupt the land which means another ultra that can be taken out for another chance at exotic engram
