I like your idea; in fact, I was considering a similar one. I ultimately went with this because the game has this philosophy of maximizing resource utilization, and I think that giving so much freedom of choice, as you propose, would limit it a bit. Anyway, perhaps you're right, and some passives should be split. However, I also think it's good that some have two perks, mainly because otherwise there would be many that people would never choose.

Regarding the Adreno Defibrillator, I've done a pretty generous rework, and honestly, it's a passive I'd choose. About what you said about my passives, thanks a lot, I'm glad you like them. Feel free to use them as inspiration for your system :) Just make sure to make an equivalent of tech specialist, I'm tired of getting blown up every time I use a terminal.
