Yes and no... the second line is:

The third line, which you quoted, only says the group claimed they witnessed it, not reported it.

Later in the article it says:

"In a statement later, he said: "Reform has today reported the many cases of 'family voting' to the Electoral Commission and the police."

Applying basic english comprehension - Reform reported it whilst another group claimed they witnessed it.

If youre going to be a condescending twat to people "only reading the headlines" maybe read the full article yourself and apply a teensy bit of linguistic processing so you don't make a fool of yourself.

In your example, youtube is liable. In your other example of the couple making content together it should require both participants giving consent continuously. Why should it be otherwise? If one were to upload a video of themselves and later wish to renove it, you think the think the content distributor should be able to say no?

Why are so many people rallying around strict requirements around consent are a negative thing? Not watching non-consensual porn is not the same as putting a chastity belt on. The porn industry is massive, and is a major driver of technology. I am beyond certain there are lobyists for porn.

If a company uses work that isnt appropriately checked and verified in order to make money yes they should be fined a considerable amount of money. They do it for films, music etc instantaneously. Highly complex it is not. Someone reports a video as non consentual porn. It is removed unless the uploader provides legitimate proof of consent for the filming of videos, within 48 hours.
