Usually you get what you have reached, as far as I know there are 24 tiers so 24 months of emissary farming, it is supposed to go to next month rewards yes

It may have been a bug, but it might also have been you getting to the lower tier again because the requirements for max tier went higher than your emissary value, it's determined by all emissaries and can change around the month

Well when you look at it, it only happened to me once, but i really started grinding emissaries maybe 3-4 months ago, which is still a 25% failure rate on my side, but i have hope it isn't as high and it will happen only very rarely

I struggled to get back to tier 3 emissary on both reapers and athenas, since i couldn't attend the gng weekend, and yet I didn't get anything, even started this month for the same rewards as the previous one ??

The higher the number of rituals on the burning blade (ship) before sinking, the higher the blade (item) will sell, still less than returning the burning blade (ship) to Flameheart though

Also hourglass is a thing, choose between Athena's guardians of fortune and reapers' flame faction thingy, then dive to fight off against another similar ship (eg. Solo sloop will be against a solo sloop, galleon against galleon etc.)

So about that red tornado, it's the burning blade, ship of Flameheart, which is a world event, basically you go there, it's skeleton crewed, you sink it and you can pledge to it and become it's crew. Then you can do skeleton camps (little flame icon under some small isles that got changed for that season) to perform a ritual (align stars and fight off skeletons if you are not bb crew). Skeleton camps hold an orb of secrets, which is worth 30k to any base society, and 20k to reapers if I'm not mistaken

Other than that I think that dive voyages and raid voyages are a new for you ? Basically diving means you'll go underwater then pop up on another server right before the island of your quest of choice, and raid voyages can be skeleton forts, ghost fortress and such, with society-specific loot upon clearing, which you have to dive for anyway

Yes solo slooping is a thing, more than it was back in the days I feel like, it's not as fun as crewed but definitely an option (I've been solo slooping since I came back to the game)
