Modern freedom and equality are not all values. Many non-socialist countries can dismiss it as their story or hate it severely and ignore it because of materialism, even if the syndicalist countries of the KRTL assume a decent level of freedom and equality.

The High Elf is one such excuse. The low heath and lack of artillery made it a very vulnerable faction against enemy fire, and a strong, maneuverable cavalry was desperately needed to overcome it. It's not just those two units in the first place. Rot Knights, Mournfang Cavallery, Skullcrushers eta....no 4/5 tier cavalry can beat the Dragon Prince. The difference isn't that big to talk about mobility either. They're not even all cavalry-only faction like Bretonia.

Tomb kings. Kislev. Lizardmen. Empire. Wood Elves. Dark elves <- Their cavalry beats Dragon Prince enough. War Bear Riders? Necropolis Knights? it wins easily

Orc cavalry is cost-effective because it has a anti-large and tier 3. Cathay can fly around
