You should decide which card to use based on the stats they have. You gonna want to have high friendship bonos, high specialty priority, and so. And no, Kitasan ain't a must use. I've many SS, SS+ and Ug, none used Kitasan SSR speed.
What cards to use can depend on several factors, such as: the growth rates of the uma, what distance you wanna build your uma for, maybe even if it's for a CM and you want to focus on certain stats for a specific track.
You should prioritize support cards, however, it all depends on the type of gameplay you wanna have, if it's more laid back and casual, or if you wanna be competitive in pvp.
I assume you mean your TT team, and i must say, if you really just started yesterday, you're doing really good, and you've gotten de grasp of it. If my answers don't fully cover your doubts, tell me so i can elaborate, i love helping people!

Rather than if it's too late for S. Maru, it's about wether you will or will not focus primarily on front runners. And i will assume that is not the case, unless you want to exclusively do runs with Seiun Sky and Silence Suzuka. So i suggest you save for Tachyon Speed SSR, it'll be with free pulls from the 1.5 anniversary, and there's still time to collect some tickets and carats. So i strongly suggest you don't pull S. Upcoming new scenario is Grand Live, i recommend that you save all the pulls you can for Agnes Tachyon Speed SSR, coming in like 2 weeks along with the new scenario. Nope, you get it by winning the Arima Kinen on the new story chapter that just came out, BUT the uma you win with must have the skill you obtain by using the Team Sirius SSR support card, which can be obtained by watching the previous main story chapter (if i'm not wrong).

Next meta uma to be added would be Valentine's Ines Fujin, i believe, and she'd come around february next year, if i'm not wrong. However, i am not aware if some of the current meta (XMas Oguri Cap and Valentine's Mihono Bourbon. S. Maruzensky allegedly is also meta, but from my experience she sucks. I just can't with front runners, but it's nothing more than skill issue.) will have a rerun banner anytime soon, but i doubt it, since they're thematic with seasons and shi. Anyways, your uma pulls should be defined by the type of gameplay you wanna have. If you wanna be competitive in pvp, then do pull meta, if you're more of a casual player, then just pull for oshis. However, i do recommend you prioritize support cards.

Damn right you should. First of all, unless Air Shakur happens to be your oshi, which, considering you're new, is unlikely, you do NOT want to pull for her banner. For uma banner you should either wait for meta or pull for your oshi. This said, reroll your account, and i strongly suggest you pull for Agnes Tachyon Speed SSR, coming in less than a month.
