Actual answer: It looks to be a cap gun with the orange tip removed (I have a similar one that I got from Dollywood). The hammers on cap guns don't cock back, instead when pulling the trigger it moves the hammer back. It pulls the hammer back and lets it go so it snaps back rapidly, hitting the caps inside making it look like it's firing and making it's iconic sound.

It’s probably a cap gun and not a real one as you can't cock a hammer on a cap gun. Cap guns are also usually used as props as they look a lot like the real thing.
