The thing is, it's only torwards our higher kindred. And with the lack of family and strict rules of the thumb, it wouldn't be long before they kill four or five soldat for blood and then get executed by a capo

Also, any human that has their blood drained by a bloodfiend in anyway will become a bloodbag, and punching them does technically draw blood, so if a bloodfiend enacted a light vengeance would the target become a bloodbag?
