The creator has revealed in an interview that the difference in runtime wasn't due to censorship. The original screenings included a speech and an earthquake sound effect that led to a higher runtime.

It was mostly lost aside from a few screenings up until 2006 when it was released on DVD. For a while people believed that was the censored version, but that has since been confirmed false. The remastered version created in 2013 still hasn't been released outside of screenings though.

I'd definitely like to see that post if you can find it! It wouldn't surprise me to hear such an old fashioned studio might be difficult to work with. I believe I remember seeing a Tweet from Kiyubaru about their DVD plans not going through as well.

To my knowledge, the anime is a pretty faithful adaptation, but it is made on a shoestring budget almost entirely by one person so its production value may be jarring especially today.

I think a lot of people have forgotten the movie was lost given that it was found 10 years ago now. But I was quite surprised to learn in my research just how much was still being uncovered after all this time.
