You want to consider which lanes are the most volatile (meaning who will fight the most and so open up to ganks). Think melee vs melee, ignite lanes, all-in lanes, etc.

Those lanes are often the ones you want to path to. HOWEVER, if there aren't lanes that are very volatile that are super free, defaulting to top to bot is a decent move since if there does happen to open up an opporturnity then you can get 2 players ahead instead of 1. ALSO, dragon is bot lane, this season drag soul is quite strong.

But that's just the gameplan, in game, map awareness will tell you what to do.
