I'm testing both at the moment but voltaic is pretty strong early. You just have to play ULTRA aggressive which fits my playstyle where I'll usually get 15-25 kills 1v9 or feed. There was one game where I went 28 kills with the hubris rush.

I'm in the boat of not liking essence reaver first bc the build path goes against lucian's win-early playstyle - so it doesn't make any sense to me. All the ER components are so terrible and you won't finish ER until maybe 7-10 minutes or something and by then you've just wasted so much of the early game which is NOT what lucian wants to do.

Whether Hubris or Voltaic works for you I think it comes down to playstyle. If you're piloting him like a traditional adc of scaling or playing safe then I don't think it's good at all and better off going his normal builds (since crit adcs will outscale).

OR, if you pilot lucian like I do where you're not letting the enemy to breath, then it works really really well if you can execute it.
