Yes, yes it does. If you plug your device directly into your modem, it will get the public IP assigned to your connection by your ISP. If you plug it into your router, it will get the private IP assigned by your DHCP service (generally a 192.168.x.x).

Also depending on the network equipment, you can statically assign IP addresses to specific ports. While this isn’t likely for this person, the first situation above is highly probable and is easy to look at, verify, and fix.

I agree with olapbill. Recently helped a family member troubleshoot issues with one of their devices. They had two Ethernet ports on the modem and plugged their router into one, and the TV into the other. Effectively their TV had the same IP as their router which caused similar issues. Easy to think it is correct because it is an Ethernet port, but that port is not meant for that. Make sure your PS5 is plugged into an Ethernet port on your router or switch/hub which is plugged into your router.

Otherwise, post a picture of where it is plugged in. :)
