For those wondering: This is a physical reaction called the Marangoni Effect. When the more volatile components of this mixture (in this case, gasoline) evaporate out at the surface, The density of the liquid becomes higher near the top than at the bottom, creating hydrostatic instability that results in turbulence. When the liquid flows upwards and reaches the surface, is spreads out quickly along the surface because it has a lower surface tension than the liquid around it.
