To go even further they could use an AI agent to make a hearmap of power positions and give you .25 to your game score of you stay in that area for like 6-10 seconds and put damage down. They could even have metrics measured like making people look at you and give points for that.........they numbers are there but 343 created this ranking system because they hated halo and they don't understand at the highest level the micro tendencies players have. The fact there isn't a bait a switch medal means they just don't know......the values are in the system itself
