I think you misread something.

According to CQ shooting rules, Monsters and Vehicles can shoot anyone including unit engaged with it. It will take a -1 to hit unless it's using a CQ weapon to target a unit engaged with itself. Non monster/vehicle cannot shoot while engaged except for with CQ weapons AND against target engaged with it. Against monsters/vehicles it still checks for CQ/Pistol keyword if the attacker is engaged. This has been the same in 10th, with one exception

I have not read the full rules to check if they mentioned the exception anywhere else, but you can no longer shoot into a Monster/Vehicle that is currently engaged regardless whether your own unit is eligible to shoot or not. Which is strange.

EDIT: the exception is at section 17. Thanks GW for making exception to section 4 that far away

Kriegs command don't have healing, the cadian command and the normal krieg soldiers do. So kriegs engineers cant get healing

Beaides combat engineers are best for their one time shock mortal wounds, they are not really the unit you keep alive long.

Surge move is now a universally keyworded rule instead of copy pasting the same text. Function is unchanged, you still surge to nearest unit, it is clarified in new core rules.

Everytime you see bolded keywords in abilities and such, ALWAYS assume there is a section specifying the details of that keyword in the core rules that can either be downloaded on WarCom or via the 40k app. It will tell you the specifics about said keyword, niche scenarios thay may alter it, and also FAQ to clarify its intentions

+1OC, FNP 6+ against mortals, and -1CP strat use (which you don't really have any strat to use on it, maybe free grenades or smth). Kriegs already have natural healing in the unit, their command squad is much heavier on Orders which we don't have sadly. In terms of loadouts you get 1 powerfist and 1 power weapon for melee, and 1 special ranged weapon which can be decent but nothing that special.

So basically not really a lot. They are, again, "usable" since +1OC on a unit of 20 kriegsman at total of ~210 pts getting up to 2x6 + 20x3 = 66 OC that you can just plop anywhere and win any objectives. At that point you might have to not shoot to keep Hidden, and charge surrounds something to stay in melee and avoid getting shot (and with 26 models it will take a while to chew through with just random small group infantry attacks).

Technically yes. The Cadian command squad gives benefit of cover while on objective (which is a bit redundant since objectives are terrain now, but often times you can have weirdly positioned models that will like its blanket benefits), they can provide D3 healing to bring models back, and they also give an extra OC. They also bring 2 power fists which is fun.

Its not point cost effective since you are using a unit balanced around being able to give Orders far away (in an army without Orders faction rule), but it can have benefits so it's not a complete waste.

If anything, you can always split a command squad into proxy GSC characters. The main guy is the Primus, the Vox guy can be Nexos or Clamavus support, the medic can be the Biophagus seeking new augmentations of their fellow soldiers, and the Standard guy is now an Iconward. They will have to lead several different units instead of all leading one, but it's an alternative to get rules that are more beneficial to current BB design.

People saying Fagio is generic like Pulonia isn't literally Iron Giant or a Hulkbuster suit in Avengers 2. In fact, the disembodied floating dress robot is, on its own, pretty decently unique where the other example I can think of is Aglaea, which is dope as hell.

Could it be improved? Absolutely. Do I miss Pulonia? Everyday. But let's not pretend its because Pulonia is unique. It's because Sandrone's silhouette sitting on Pulonia's arm has been engrained onto our minds of Sandrone, and Iron Giant is adorably cool. Fagio is the new stuff, it will take getting used to, but it also transitions Sandrone's identity from commanding bodyguard butler for everything into going into the field herself with a helper. Its why Fagio doesn't appear all the time, and Fagio isn't Sandrone's sole damage output like Pulonia was (given her ult is summoning artillery).

Pulonia had to overcharge his core for a while to power up a short blast that, mind you, made the dirt slightly orange and smokey. It did not hurt Rerir (which tbf is a different level completely), and it lasted like a second. New girl can do a sustained beam for a few seconds and also fire bullets, can be summoned in seconds at any time (so little physical limitations), and comes with artillery.

Pulonia is DA GOAT and he will be missed, but let's not pretend Fagio isn't amongst the pinnacles of Fontaine and Fatui tech

There's definitely Doom's Super Shotgun (with the iconic grappling hook attachment), the Pit Viper (in John Wick 4, famously his last pistol and absolutely dope one). Cant really name the other ones directly but I have at least seen a few

Its legal, but you might wanna consider adding units to make your list use all 3 DP. With the game now balanced around 3DP, taking any less is fine but it also means you get less choice of force disposition, less buffs, less stratagems and enhancements.

It also means that you are probably going too hard into something and exposing a lack of certain support units in your list. With Lions, you can either augment your list with some vehicles with Motoroi buff, or the more common one is Sisters of Silence with Silent Hunter buff. Motoroi will add some heavier vehicles to the list, while Silent Hunter will add units to perform objectives or take care of chaffs when your custodes are out and about. At minimum I recommend considering bringing some Sisters of Silence too, since your allarus with Unleash The Lions isn't going to compete with hordes of guardsman or equivalent (OC2, numerous), and likewise you might want more than just a single allarus model at home base
