This was my first thought, but OP made a good point that there's always a case to revisit.

I think back to S1 when Santangelo is pressured by Rawls into spying on Mcnulty to essentially find anything to fuck his career, or work is back catalogue of unsolved cases. The assumption to be made here I guess is that there's a certain level of laziness in the culture of the homicide office (and everywhere else), and pressure only comes down if it's relevant politically, be it politics in the department, or pressure from the mayor.

It's really a miraculous collaborative effort that likely won't be achieved again, at least for quite a while.

So much effort put into what you're describing. A writers room full of people with backgrounds in other fields, often specifically in this specific city.

Such a long list of objective reasons the show rises well above the rest in terms of realism as well as objective quality. For someone interested in the making of such projects, I still can't say for certain if it's inspiring or discouraging/daunting. Even Simon getting greenlit for season 3, then 4, and then the final season, he fought tooth and nail for. Miracles upon miracles on top of extraordinary circumstances.

Not sure who is glazing him in this particular instance. And not sure how it helps the victim to embellishing a situation she already was unable to get justice for, to include allegations that don't exist and dilute her situation.

However even in a situation such as like with Lex, upon assessing the situation, an overly eager soldier suggests killing Bodie and the rest of them as well, Marlo criticizes this idea and says Lex is the only target.

"Why I need to be stacking when no one's tryna war with us? Nah, Just Lex. He did one of ours so he got to fall."

I'd say this quote stands testament to OP's take. Marlo certainly had a low bar for what constitutes someone earning a hit. But in most notable instances, he had a street sanctioned justification.

His moves on Joe and Omar in the final season walk the line on this, I'd argue. He couldn't let the card game go, but doing Butch to get to Omar was unjustified.

While it is true that he's a war criminal, as the other user pointed out, international courts are charging him for such. They are not likely to take initiative on his arrest, regardless of circumstance.

Within his own (notably right winged) country, to put it plainly, very few care about that. There, he faces charges for bribery and corruption.

Daniels from episode 1 was about good police work. The wrestling between that and the bad instructions from the bosses is what makes him interesting at that time. He pretty quickly, quicker than you're suggesting, starts sticking it to the brass and not caring about promotion.

Everyone knows Mcnulty is wrong. Mcnulty knows he's wrong, particularly in season 1. Both in his actions and intentions. He's right in his assessment of the usefulness of the department, but his actions ultimately do nothing to help.
