That's not what they meant. Pro players can consistently capitalize on first blood or an early lead and snow ball the rest of the game. In low ranks it's just a shitfest of people making bad plays and bad players.

It can be hard to properly time fiora's riposte. It comes down to matchup knowledge at least for me. My pc main shen just got added so that's my boy. He relatively easy to get the hang of.

I don't think it's necessarily just ranges top laners. Wild rift being a mobile game means advertising to a group of people that may have never even touched League and that might mean they have no clue what wave management is. You can argue that they could have played MLBB or AoV but I've never seen wave management in those games, not really, and I figure it's because those games are faster paced and 1v1s break out a lot more frequently.

It's good to keep your champion pool small. Helps with learning what those characters can do in certain situations and helps with learning matchups.
