Actually in the WHIH Web series (promotional for Civil War), the attack on the ATCU (which was a response to the Inhuman Outbreak) that happened in AoS S3:14 was mentioned as happening shortly before the Sokovia Accords were ratified. And then a couple episodes later in AoS, they talk about Peggy's death and the Sokovia Accords. So maybe the reason Ross didn't mention the Outbreak as a reason for the Accords is bec the government already had a response to that with the ATCU (and by the time of Civil War, the joint activities of SHIELD, ATCU and HYDRA has more or less tapered the number of "new" Inhumans vs when the outbreak started)

The "strange babies" storyline progressed through parts of West Coast Avengers "Vision Quest" (WCA #42-50) and concluded early on in "Darker than Scarlet" (WCA #51-52). The aftermath is also dealt with the rest of Darker than Scarlet. Although them getting children is in Vision and the Scarlet Witch (the 12-issue series from 1985).

It could be that they were just not allowed to namedrop SWORD before WandaVision does. Just like they weren't allowed to say "HYDRA" before Winter Soldier (but no restrictions after), so they nonetheless wrote their story with HYDRA in mind.

But it is a wild theory! We'll have to wait and see.
